Even before the corona pandemic, the situation was strained for the country's college teachers and students. Sweden today has the lowest number of teacher-led hours in all of Europe. The University Chancellor's Office (UKÄ) has been commissioned by the government to follow up the consequences of the corona pandemic for the university. This includes studying the effects on students' results and the quality of teaching. This follow-up is urgent and must lead to action. Previous investigations from OKAY and ESO has pointed to the need for national support initiatives to promote higher education pedagogical development, including for competence development of higher education teachers. Today, it is obvious that the higher education pedagogical development units that exist do not have the power to support both teachers' pedagogical and digital development.
