SFS takes a generally negative view of the proposals presented in the partial report.

Our criticism is mainly based on the vagueness of the proposals and the potential consequences for the academy's independence and efficiency. We see a risk that the proposals could lead to uncertainty about governance and the distribution of responsibilities, which could weaken the universities' ability to design and implement the necessary guidelines and strategies for responsible internationalization themselves.

In addition, we emphasize that several of the proposals are too vague to be fully assessed, and that they may result in unnecessarily extensive bureaucratic processes that are out of proportion to the problems to be solved. Instead, we advocate solutions that give higher education institutions greater freedom and responsibility to handle issues within responsible internationalization themselves, adapted to their specific needs and context.
