Input to the upcoming investigation into the resource allocation system

In the budget bill for 2025, the government announced that it intends to appoint an inquiry to develop governance towards priority areas and review the resource allocation system for education at universities and colleges to enable increased efficiency in the resource allocation system while safeguarding the autonomy and discretion of higher education institutions. The inquiry will also submit proposals that can improve monitoring and control of government capital.

The Swedish National Union of Students, SFS, is very positive about the government taking initiatives to reform the resource allocation system.

SFS has now sent a submission to the government to highlight areas that are particularly important to include in a review:

  • The investigation should highlight the need to strengthen funding per student (HST).
  • The inquiry should be tasked with submitting proposals on how the resource allocation system can contribute to high quality in education by reducing the importance of full-year performance (HPR).
  • The inquiry should make proposals on how the financing of higher education can be quality-driven and encourage efficiency without leading to erosion and deterioration of quality.
  • The inquiry should be tasked with submitting proposals on how the resource allocation system can promote links between research and education.
  • The inquiry should safeguard academic freedom and the proposals should not result in an overall increase in government governance or administrative burden.

SFS also has suggestions regarding the design of the investigation.
