The Swedish National Union of Students (SFS) has been invited to give their views on the referral regarding Proposals regarding the introduction of subject grades in upper secondary school, upper secondary special school and within municipal adult education at upper secondary level and as special education at upper secondary level.

University and College Council (UHR)

Consultation response UHR Proposal for regulations on changes to the University and Higher Education Council's regulations (2015:3) on the university entrance examination

SFS believes that the proposed changes are more extensive than necessary. At the moment, the regulations are the only publicly available document that describes how the university examination should be conducted. The proposal to delete large parts describing the implementation means that it will be more difficult for test participants and other stakeholders to know what to expect. Transparency and legal certainty are decreasing, which the impact assessment has not taken into account. SFS sees a risk that the proposal opens up more changes in the implementation between different test occasions without such changes needing to be anchored with stakeholders. SFS proposes that only the necessary changes to the regulation be implemented and that UHR refrain from implementing the further amendments that involve a major revision.

The Swedish National Union of Students, SFS, has been offered to submit its views on the National Education Agency's referral regarding proposals for changed program structures for the national vocational programs in upper secondary school due to increased opportunities for basic eligibility for all vocational programmes.

On target - ways forward for more young people to reach the goals with their upper secondary education (SOU 2022:34)

The Swedish National Union of Students (SFS) has been offered the opportunity to submit comments on the referral of the report In goals - ways forward for more young people to reach the goals with their upper secondary education (SOU 2022:34). Several of the inquiry's proposals are good, but do not solve the fundamental problems. The fact that such a large proportion of young people do not complete a national upper secondary school program or achieve university entrance qualification must be seen as a failure for Sweden as a nation of knowledge. The primary focus of the policy must be for more people to complete upper secondary school and thus become eligible for further studies. Other solutions, for example komvux or vocational packages within introduction programs, can be necessary safety valves when the system fails so that more students will still have a chance on the labor market. However, the measures must not stop at such emergency solutions and the investigation cannot form the basis of the overall orientation of upper secondary school policy.

Consultation response: Pupils in primary school, special school, Sami school and upper secondary school should more easily be able to read at a faster pace and at a higher level

Sweden's united student unions (SFS) have been offered the opportunity to submit comments on the memorandum Pupils in elementary school, special school, Sami school and upper secondary school should be able to read more easily at a faster pace and at a higher level. SFS has no direct objections to some high school students being granted permission at the present time
exception and may take courses at university level, but the opportunity should not be extended.

University and College Council (UHR)

Proposal for regulations on changes in the University and Higher Education Council's regulations (2013:9) on the appendix to diplomas and on general advice

The Swedish National Union of Students (SFS) has been offered the opportunity to submit comments on UHR's proposal to amend UHRFS 2013:9 regarding the appendix to the degree certificate, and about general advice.

SFS has no objections to the proposals.
